The government has published the Renters’ Rights Act Information Sheet 2026, a mandatory 4-page document that every private landlord in England must provide to their existing tenants before the Renters’ Rights Act 2025 comes into force on 1 May 2026.
The Information Sheet explains to tenants how their tenancy changes under the new law – including the end of fixed terms, the abolition of Section 21 “no-fault” evictions, new rent increase rules, and the removal of the Assured Shorthold Tenancy classification. These changes apply automatically by law from 1 May 2026, regardless of what the existing tenancy agreement says.
Landlords are legally required to provide this Information Sheet to their tenants by 31 May 2026, either as a PDF attachment via email or physically by hand. Sending a web link to the document is explicitly not valid.
The Challenge
The primary pain point for landlords is proving successful service. The burden of proof falls entirely on the landlord – and without a “deemed service” clause in the tenancy agreement, a tenant could simply claim they never received the document. A standard email offers no confirmation that the attachment was opened or read. Failure to provide proof of receipt could lead to fines of up to £7,000, with the government’s starting point for a first breach set at £4,000.
