If the UK wants to compete on the global digital stage, then broadband should become a universal right rather than a luxury. This was a point hammered home by a report published last week by the House of Lords which called for internet access to be reclassified as a public utility.

In effect, the peers who make up The House of Lords Digital Skills Committee believe internet access is now as much of a necessity to modern living as gas and electricity. As well as being available to everyone regardless of their location or circumstances, the report also recommended the removal of broadband ‘not-spots’ – areas of the UK where homes and businesses are prevented from accessing online services. This lack of internet could be affecting the UK’s ability to compete in an increasingly globalised and technological world.

“This report is a wake-up call to whoever forms the next Government in May,” Baroness Morgan, Chair of the Committee, said. “Digital is everywhere, with digital skills now seen as vital life skills.”

“Our overwhelming recommendation is that the incoming government creates a Digital Agenda, with the goal of securing the UK’s place as a leading digital economy within the next five years,” she added.

Estonia, where internet access is a human right, is seen as a good act to follow, with concerns that the UK will lag behind its European counterparts if it doesn’t place enough importance on all things digital.
