I don't think many people will have sympathy with 'struggling' landlords I'm afraid. Especially those charging high rents to tenants. I see the argument that if a landlord is struggling then it can impact the tenant, but most people would say that maybe these people shouldn't be landlords then? I don't think many of what they hope for above will come through in tomorrow's budget. If anything, landlords will get done on tax breaks - that's what all the speculation seems to be about.

Helping vs. forced - I'm not sure what is the correct term seeing as it is to do with Abu Dhabi. But yes I get your point about community work.
